We always used to just strike a four star Navy admiral's flag when the ambassadors dropped by. We didn't know there was a special bunch of them to carry.
And boy some of them look a little like the EU flag....
The EU flag is a bit of a johnny-come-lately compared to the consular flags.
Chap, BTW, the protocol is that a serving U.S. ambassador, in the country to which he/she is accredited, ranks as a 4-star; so you guys weren't exactly wrong.
A small correction to the comment that serving ambassador's "rank as a 4-star" in their country of assignment...that's simply a short-hand version used by the US military. In fact, a serving ambassador is the personal representative of the President and is technically senior to ALL other USG officials (other than the President, of course) assigned or visiting that country. Practically speaking, it works more as the other poster describes...and certainly woe betide the serving ambassador who forgets that upon crossing the border out of that country she/he reverts to essentially private citizen status!
